Senior Software Developer

Job Summary: The Senior Software Developer is responsible for leading the design, development, integration, and testing of complex multi-tier IT systems across various platforms. This role involves collaborating with business analysts, providing technical leadership, and ensuring high-quality delivery of enterprise-level solutions. The position requires extensive experience in full-stack development, system architecture, and project leadership within a structured onsite environment. Responsibilities: • Analyze requirements in collaboration with business analysts. • Design and develop solution architecture artifacts including conceptual, logical, and physical models. • Conduct architecture checkpoints and support solution design walkthroughs. • Create comprehensive technical and user documentation. • Code and integrate system/solution components across multiple platforms. • Develop and execute unit and integration test cases. • Collaborate with system testers on functional, performance, and vulnerability testing. • Provide knowledge transfer and walkthroughs for technical project team members. • Lead development teams and provide technical leadership to system analysts, developers, and testers. • Manage project deliverables ensuring compliance with timelines and quality standards. • Identify and resolve technical problems, conduct research, and develop recommendations. • Communicate effectively with technical and non-technical stakeholders. • Engage with service delivery partners and participate in IT group discussions and committees. • Maintain understanding of government IT standards, policies, and security/privacy guidelines. Required Skills & Certifications: • 10+ years of experience in IT systems development across multi-platform environments (web, desktop, mobile, mainframe, etc.). • Expertise in multi-tier open-standard technologies such as JSP/Servlet, JEE, EJB, JNDI, JDBC, JMS, XML, JSON, REST, SOAP-based Web Services, Struts Framework. • Proficiency with application servers and operating systems including Tomcat, Apache, WebSphere, WebLogic, SUN Solaris, Windows 2008/2012. • Strong database skills with Oracle RDBMS and PL/SQL. • Experience with development and deployment tools (source code and application package management). • Advanced knowledge of full-stack multi-tier solutions including REST API, SOAP/WSDL web services, JSON/XML messaging, and UI frameworks. • Technical project leadership experience, including conducting design and code walkthroughs. • Strong analytical and problem-solving skills including debugging, refactoring, and optimization. • Excellent communication, consultation, and interpersonal skills. • Knowledge of ITIL best practices and project management methodologies. • Understanding of government IT strategies, directives, policies, and standards. Preferred Skills & Certifications: • Experience with design and development tools such as MS Visio, Power Designer, Eclipse, JetBrains IntelliJ, Atom, Visual Studio Code. • Experience leading large, complex IT projects and managing external consultants. • Familiarity with VPN, PKI, LDAP technologies. • Public sector IT experience. • Strong consulting and negotiation skills. Special Considerations: • Position is onsite at the designated office location. • Strict adherence to working hours and contract extension limitations. • Must comply with government IT security and privacy guidelines. Scheduling: • Work 7.25 hours per calendar day between 8:00 AM and 5:00 PM, Monday to Friday, excluding lunch breaks.
