Financial and Data Analyst

Position Summary FM Talent is seeking a Financial and Data Analyst to support recurring financial analysis, customer billing, reporting, and dashboard development for the DHS ICE Office of Financial Management. This position combines hands-on financial analysis with data preparation and visualization. The analyst will gather and validate cost and activity data, investigate discrepancies, prepare customer financial reports, and develop dashboards that give Government leaders consistent visibility into financial and program status. This position is contingent upon contract award. Key Responsibilities • Collect, organize, and validate financial, cost, and activity data from Government systems, SharePoint repositories, and process owners. • Support monthly Customer Billing Model operations within the Cost Management Module. • Prepare customer activity reports, variance analyses, Contracts and General Expenses analyses, and supporting financial reports. • Reconcile inputs to source records and control totals and research anomalies or failed data-quality checks. • Calculate quarterly Cost Per Contractor Invoice results and prepare reports for independent review. • Track data-provider response times, input quality, and outstanding information requests. • Develop and maintain dashboards showing financial results, workload trends, milestones, and program status. • Use SQL and Power BI or Tableau to prepare, analyze, and present data. • Support the annual cost reassessment and provide backup for cost modeling and allocation analysis. • Maintain analytical workpapers, data definitions, calculation documentation, and repeatable reporting procedures. • Coordinate corrections with process owners and contribute to training and process improvements. Required Qualifications and Skills • Experience performing financial analysis, reconciliation, and recurring reporting in a federal environment. • Ability to combine data from multiple sources, validate results, and investigate discrepancies. • Experience using SQL for data extraction or analysis. • Experience developing dashboards and visualizations using Power BI or Tableau. • Ability to explain financial trends and variances through clear reports and presentations. • Familiarity with cost analysis, allocation concepts, and documented financial controls. • Ability to maintain traceable calculations and reproducible analytical workpapers. • Strong attention to detail, deadline management, stakeholder coordination, and customer service skills. Preferred Qualifications • Experience supporting federal shared services, customer billing, or reimbursable programs. • Experience with activity-based costing and cost allocation models. • Familiarity with Python or R and predictive analytics. • Experience supporting DHS, ICE, or federal financial management reporting. Additional Position Requirements • Ability to complete required Government background investigation, suitability, badging, and system-access processes before beginning performance. • Availability for full-time assignment to the task order. • Ability to travel to the Dallas and Burlington Finance Centers when requested by the Government. Compensation Range: The salary range provided is determined by market value, internal equity, and the candidate's experience and qualifications.
