The Office of Fiscal Administration is seeking qualified candidates to fill a Senior Financial Analyst role. This responsibilities of this role include: • As a lead worker, prepare, solicit & evaluate purchasing and contracting proposals within the OhioBuys e-procurement and purchasing system. Provide work direction and training to other OhioBuys users within the Department. • Work with program office and division subject matter experts to write product specifications, contract scope of work, pricing matrices and terms and conditions for solicitations that include non-customary goods and services with multiple- complex attributes. Write criteria to evaluate proposals. • Assist in completing Request-to-Purchase process and acts as liaison with Ohio Department of Administrative Services and divisions. • In OhioBuys determine the appropriate solicitation type and create sourcing projects. Set start and ending dates, add scope of work documents, route for approval and confirm public release of solicitations. • Respond to supplier inquiries. Validate that supplier proposals meet requirements. Score proposals, review cost estimates and bid amounts and make the award in OhioBuys. • Advise and coordinate with division and Legal Office during contract lifecycle. Add completed contracts to OhioBuys and route for approvals. Create requisitions and purchase orders. Monitor suppliers’ spend against Controlling board thresholds and prepare Controlling Board requests. • Work independently to coordinate bi-weekly timecard and payroll processing. Run and review payroll reports to ensure all timecards are complete, approved and comply with policy. Works independently within payroll system (e.g., UKG, OAKS HCM) to run reports and reconcile data. • Complete other duties as assigned including processing payment card transactions, vouchers, ISTVs, revenues, inventory transactions, mail and petty cash. This position shall be filled in accordance with the provisions of the OCSEA Collective Bargaining Agreement. ODA bargaining unit members have selection rights before non-bargaining unit members. All other applications will only be considered if an internal bargaining unit applicant is not selected for this position. Maternity Benefits · Expanded maternity health care benefits available to state employees enrolled in the Ohio Med PPO and Ohio Med NN (narrow network) medical plan options. Several prenatal, childbirth, and post-childbirth services are provided at no out-of-pocket cost to employees utilizing network providers. · Examples of services now covered by network providers at 100% include: o Prenatal care, including physician visits and examinations. o Home health care services designated as maternity care (for expectant members on bed rest). o Inpatient claims for all types of delivery. o Inpatient NICU claims, from birth through discharge. o Postpartum care, including office visits for follow-up, and procedures/treatments directly related to maternity. · Medications prescribed for both antepartum and postpartum conditions (e.g., morning sickness, postpartum depression). Medical services provided by non-network providers will be processed at the applicable coinsurance, deductible, and out-of-pocket limits. · Prescription drugs that are directly related to maternity care are covered with no copay. The State of Ohio has collaborated with the prescription drug third-party administrator (OptumRx) to provide a list of covered medications that can be approved for zero copay via prior authorization from providers. 42 months experience or 42 months training in accounting &/or finance to include an advanced level of experience in spreadsheet software. OR Completion of undergraduate core program in business administration, accounting, finance or related field; 18 months experience or 18 months training in accounting &/or finance to include an advanced level of experience in spreadsheet software. OR Completion of graduate core program in business administration, accounting, finance or related field; 6 months experience or 6 months training in accounting &/or finance to include an advanced level of experience in spreadsheet software. OR 12 months experience as Financial Analyst, 66562. OR Equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 months of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
