Job Description
Job Title: Change Management Consultant
Location: Toronto, Ontario
Work Model: Onsite
Duration: 6 months
Extension: 1 Time
Must Haves
• Demonstrated experience in leading large scale enterprise-level (multi-ministry) change initiatives.
• Ability to develop and implement change strategies in multi-stakeholder environments, aligned with enterprise IT goals.
• Ability to create and execute multi-year change roadmaps for the business stakeholders
• Experience developing communication plans and craft clear, compelling materials (e.g., decks, newsletters, FAQs) for diverse audience, including executive-level communications, able to present complex ideas clearly and persuasively.
• Experience conducting workshops, briefings, and training sessions
Description / Responsibilities / Skills
Responsibilities
• Work with organizations, providing expertise, consultative advice, guidance and coaching to build knowledge of change management principles, methodologies, and tools
• Be an active and visible coach to support leaders, partners and stakeholders in their role as change champions
• Partner and work collaboratively with project managers, business analysts, process improvement specialists, and leadership to integrate change practices
• Leads stakeholder management, including identification and analysis of key stakeholders, and development of stakeholder engagement strategies
• Identify potential people side risks and anticipated points of resistance and develop plans to mitigate or address concerns
• Administer measurement systems to track adoption, utilization, and proficiency of individual changes
General Skills
• Strong conflict management, interpersonal and communication skills (written and verbal)
• Experience with project management fundamentals and understanding of the lifecycle of a project
• Excellent active listening skills
• Strong analytical and decision-making abilities
Desirable Skills
• Experience identifying and assessing change impacts to the organization's business processes and technology solutions
• Experience coordinating efforts with other subject matter experts, including communications specialists, training specialists, and human resource consultants
• Experience defining and measuring success metrics and monitor change progress to track adoption, utilization and proficiency
• Ability to influence others, at all levels within the organization, and move towards a common goal
Deliverables
• Develop change management strategies, plans and framework
• Lead development of sponsor roadmaps, stakeholder assessments, training plans, and resistance management throughout project lifecycle
• Design and conduct change readiness assessments, evaluate results, and present findings to stakeholders
• Develop approach to embed/institutionalize change to sustain benefits, including knowledge transfer and performance management
• Build consensus among clients/partners and stakeholders on specific changes designed to better meet their needs
Experience & Skill Set Requirements
Change Management Strategy and Execution Expertise - 50%
• Experience supporting digital transformation, e.g., enterprise platform onboarding projects.
• Proven success in driving adoption and minimizing resistance in complex environments
• Experience conducting stakeholder impact assessment and readiness evaluations
Stakeholder Engagement and Communication Skills - 30%
• Strong facilitation and interpersonal skills
• Ability to build trust and consensus among diverse stakeholders including technical and non-technical audiences, e.g., ministries, clusters, and governance bodies.
• Experience in developing and maintaining effective partnerships with leaders and stakeholders, gather organizational information, and provide strategic advice and coordination.
Governance, Performance Measures and OPS Context - 20%
• Experience supporting complex multi-organizational governance structure, and executive approval processes.
• Experience developing KPIs and metrics to assess change effectiveness
• Ability to conduct post-implementation reviews and lessons learned for continuous improvement
• Familiarity with Ontario Public Service (OPS) or similar government environments, including understanding of regulatory compliance service delivery contexts.
