Job Description

Job Summary: The Senior Business Analyst will lead and conduct comprehensive business analysis to assess client business problems and opportunities, documenting requirements to enable effective IT solutions. This role involves working closely with stakeholders to develop strategies, business cases, and feasibility studies while promoting best practices and standards in business analysis. The position requires expertise in multiple project methodologies and the ability to adapt approaches to achieve optimal outcomes. Responsibilities: • Lead and conduct business analysis to assess client business needs and document requirements for technology solutions. • Apply re-engineering concepts to promote business improvements and cost-effective service delivery. • Conduct business analysis at various levels aligned with OPS Unified Project Management Methodology, Enterprise Architecture, and Standard Systems Development Methodologies. • Develop strategies, prepare business cases, cost-benefit analyses, and conduct feasibility studies for I&IT initiatives. • Perform business modeling including use case, conceptual and logical data modeling, process and data flow modeling, and define business rules and non-functional requirements. • Monitor project progress, resolve issues, and report regularly to management and stakeholders. • Develop performance measures and conduct follow-up evaluations of business analysis activities. • Facilitate stakeholder engagement through interviews, JAD sessions, mock-ups, and other requirements gathering techniques. • Prepare and advise on business analysis policies, processes, best practices, and standards within the organization. Required Skills & Certifications: • Proven experience leading business analysis with diverse clients and technological environments. • Strong knowledge of project methodologies including Waterfall, Iterative, and Agile. • Experience with business case development, cost-benefit analysis, and feasibility studies. • Proficiency in business modeling techniques such as use case modeling, data modeling, and process flow mapping. • Excellent verbal and written communication, consultation, interpersonal, and negotiation skills. • Familiarity with OPS Unified Project Management Methodology, Enterprise Architecture, and Gating Process. • Experience with Computer Aided Software Engineering (CASE) tools. • Knowledge of Accessibility for Ontarians with Disabilities Act (AODA) and related standards. • Ability to develop performance measures and traceability matrices for business analysis. Preferred Skills & Certifications: • Experience with property tax, property assessment, municipal taxation, or tax analysis systems. • Familiarity with Ontario's Online Property Tax Analysis (OPTA) application. • Knowledge of Information Management principles, concepts, policies, and practices. • Experience translating business and data requirements into technical specifications. • Proficiency in structured, object-oriented, and agile methodologies for user requirements. • Experience with information retrieval packages. • Knowledge of software development life cycle, quality assurance, risk management, and business continuity planning. Special Considerations: • Must work onsite 7.25 hours per day, Monday to Friday, between 8:00 AM and 5:00 PM (excluding lunch breaks). • Onsite locations include 222 Jarvis Street, Toronto or 33 King Street, Oshawa. • Flexibility to work within a variety of project methodologies and stakeholder groups. Scheduling: • Standard Monday to Friday work schedule, 7.25 hours per day within 8:00 AM to 5:00 PM. • Five days onsite at designated office locations.
