Job Description

Job Summary: The Business Analyst (BA-TOMS) plays a critical role in driving large-scale transformative healthcare and digital health initiatives within Canadian healthcare environments. This role involves strategic planning, stakeholder engagement, and program management to support the development and implementation of sustainable, cost-effective healthcare systems. The analyst will collaborate with senior executives and interprofessional teams to align business objectives with operational and technological solutions. Responsibilities: • Facilitate multi-entity discussions and workshops to align stakeholder goals and obtain consensus on complex healthcare initiatives such as hospital amalgamations and shared services. • Engage with senior-level executives, clinicians, IT, privacy, and security teams to support Clinical Information Systems and other digital health projects. • Lead project and program management activities across multiple concurrent workstreams, ensuring progress monitoring, risk management, and resource allocation. • Develop and support healthcare operating models including governance, organizational structure, clinical training, technology enablement, and standard operating procedures. • Prepare polished communications, including executive-level status updates and briefing notes, to influence change and foster collaboration. • Design, implement, and evaluate policies, clinical programs, operations, and IT infrastructure to promote a high-quality, sustainable healthcare system. Required Skills & Certifications: • University degree in Business Administration, Health Informatics, Information Technology, or related discipline, or equivalent professional experience. • 10+ years of Canadian healthcare experience managing multi-organizational partnerships and digital health initiatives. • 15+ years of consulting experience in strategic planning, business planning, and operating model development for complex digital health projects. • 10+ years of government and health system management experience, including strategic leadership and project/program management. • Exceptional verbal and written communication skills, including polished presentation and briefing capabilities. Preferred Skills & Certifications: • Experience facilitating large-scale healthcare/digital health workshops and stakeholder alignment (10+ years). • Experience working with Clinical Information Systems or IT/digital health projects in Canada (8+ years). • Experience supporting healthcare operating model development in matrixed environments (5+ years). • Project/program leadership experience managing large-scale healthcare initiatives (10+ years). • Fluency in a second language, preferably bilingualism. Special Considerations: • Must be adept at managing sensitive subject matters requiring consensus among diverse stakeholders. • Ability to work in a complex, matrixed healthcare environment involving multiple organizations and governance structures. Scheduling: • Standard business hours with potential requirements for flexible availability to meet project deadlines and stakeholder needs.
