Job Description

Role Summary: This is predominantly a Proposal Manager role, responsible for owning the end-to-end RFP/bid response process for Oracle Utilities opportunities, while partnering with subject matter experts (SMEs) to shape the solution and pricing that underpin each response. Roles & Responsibilities: - Own and manage the end-to-end proposal/bid lifecycle for Oracle Utilities opportunities from RFP qualification and response planning through submission ensuring quality, compliance, and on-time delivery. - Coordinate and facilitate SMEs, solution architects, and delivery teams to develop the technical solution, effort estimates, and pricing that form the RFP response. - Prepare, review, and own the commercial aspects of the bid, applying risk management throughout the bid process for large, strategic deals. - Translate RFP requirements into clear, compelling, and compliant proposals, presentations, and supporting collateral. - Collaborate with sales teams to understand client requirements and orchestrate tailored Oracle Utilities solutions. - Understand the customers business and IT strategic requirements and articulate how the proposed solution helps the customer achieve its strategic goals. - Drive proposal governance including win themes, response strategy, review cadences (e.g., storyboard/color-team reviews), and stakeholder sign-offs. - Facilitate brainstorming and solutioning sessions with SMEs to develop options that address the customers business needs. - Contribute to overall solution positioning by working closely with the techno-functional/solution architect (as an orchestrator rather than the primary technical designer). Requirements & Experience: - Proven experience as a Proposal/Bid Manager, predominantly focused on managing RFP responses end-to-end, ideally within the Oracle Utilities ecosystem. - Experience within a systems integrator (SI) or consulting environment, responding to large, competitive RFPs on behalf of major customer organizations. - Presales experience specifically with Oracle Utilities products (e.g., CC&B, MDM, C2M, WAM, Network Management, Oracle Utilities Cloud), with the ability to translate RFP requirements into quality proposals. - Ability to work with SMEs to solution and price RFP responses coordinating effort estimation, staffing models, and commercial construction (rather than personally building the technical design). - At least 8 years of experience in a presales, bid management, or techno-functional capacity delivering or proposing digitization/transformation solutions, preferably in the utilities domain. - Bid Management and consulting experience within major customer or systems-integrator organizations. - Experience in planning, estimating, staffing, and organizing across multiple concurrent proposals/projects. - Familiarity with end-to-end implementation of Oracle products and other tier-1 products, including complex data migration projects (sufficient to orchestrate and challenge SME inputs). - Proven ability to multi-task and manage multiple proposals/customers simultaneously. - Strong attention to detail and quality of work in a high-paced environment. - Ability to coordinate and manage competing priorities against stringent and demanding timelines. - Solid experience working with senior stakeholders globally, with strong written and verbal communication skills.
