What you will be working on
We are seeking an experienced Tech Lead to drive AI adoption and build the AI technology foundation for the People’s Association (PA). Beyond facilitating AI tools, you will establish the secured environments and guardrails that enable teams to experiment and build with AI safely, and anchor new products that embed AI such as reimagining how residents discover and interact with facilities, courses and events. You will operate at the intersection of hands-on engineering, technology strategy and AI governance, working closely with a Product Manager and cluster stakeholders to accelerate AI adoption across PA’s digital products.
Responsibilities
• Build the foundation for the AI technology pillar: Provision AI-assisted development (vibe-coding) tools and secured environments, and establish gateways to Whole-of-Government AI platforms (e.g. MAESTRO, Platform AI).
• Set up sandbox environments for experimentation: Stand up secured sandboxes with the necessary AI guardrails for teams to prototype and evaluate AI capabilities safely.
• Own the prototype-to-production pathway: Define and operate the process by which AI-assisted prototypes built by product teams and business users graduate into supported production systems, including entry criteria, assessment rubrics and hand-off standards.
• Assess and harden prototype code: Evaluate prototypes for security posture, IM8/GCC compliance, data handling, maintainability and architectural fit. Remediate or rebuild where warranted, and make clear, defensible recommendations on what proceeds.
• Build the paved road: Provide templates, reference architectures, CI/CD scaffolding and guardrails so teams produce prototypes closer to production-ready by default, reducing downstream rework.
• Coach builders: Work alongside prototype authors so each conversion raises their capability, rather than creating standing dependency on the AI Enablement team.
• Perform tech scans and feasibility studies: Continuously evaluate new AI tools, models and platforms, and assess their fit, security posture and readiness for adoption.
• Support AI governance: Track AI-related initiatives across the cluster, and ensure adoption aligns with government AI governance, security and data policies.
• Provide technology consultation: Advise product teams and stakeholders on AI architecture, integration patterns and responsible AI practices.
• Lead and mentor engineers: Set technical direction, perform code and design reviews, and uplift engineering and AI literacy across teams. What we are looking forKey Experiences and Qualifications We SeekEducational Background
• Bachelor’s degree or higher in Computer Science or a related field. Professional Experience
• 8+ years of relevant experience in Software Engineering roles.
• 3+ years of experience leading engineering teams as a Tech Lead or equivalent.
• Track record of driving technology adoption or platform/enablement initiatives across multiple teams. Technical Expertise
• Hands-on experience building with Large Language Models and AI services, including:
• LLM APIs and platforms (e.g. Amazon Bedrock, Azure OpenAI), prompt engineering, and retrieval-augmented generation (RAG).
• AI-assisted development tools (e.g. GitHub Copilot, Claude Code) and agentic workflows.
• AI guardrails, evaluation and responsible AI practices.
• Practical use of AI-assisted development tools (e.g. GitHub Copilot, Claude Code) and agentic workflows, plus working knowledge of AI guardrails, evaluation methods and responsible AI practices.
• Demonstrated experience taking unfamiliar or rapidly-built codebases through security review, refactoring and production hardening, including the judgement to assess when a rebuild is cheaper than remediation.
• Extensive hands-on experience in full-stack web development, including React and Node.js.
• Deep understanding of computer science fundamentals, including data structures, algorithms, cloud computing principles and software design pattern. Additional Technical Proficiency
• Proven capability in containerization technologies like Docker, alongside hands-on experience with AWS cloud services including Fargate, ECS, Lambda, S3, and RDS/Aurora.
• Extensive knowledge of application security, middleware development, and authentication protocols, with a focus on API gateway architecture and seamless system integration.
• Practical expertise managing relational databases, specifically utilizing PostgreSQL and MySQL environments. Additional Skills (Bonus Points)
• Experience working with Singapore’s Whole-of-Government systems, platforms and compliance frameworks (e.g. IM8, GCC).
• Familiarity with Whole-of-Government AI platforms such as MAESTRO or Platform AI.
• Proven ability in stakeholder management and engaging senior leadership.
• Knowledge of disaster recovery and business continuity planning. Character Traits We Look Out For
