Must Haves:
• 5 7 years of experience in Product Management and Information Technology Business Analysis and project management and/or vendor management.
• 3+ years of working experience on medium-to-high complexity Agile initiatives
• Experience with formal requirements elicitation, analysis techniques, process design, re-engineering, implementation, and data analysis.
• In-depth knowledge of multiple Agile methodologies and the ability to apply appropriate techniques based on project needs.
• Support product enhancement process ( including usage of JIRA and Asana boards)
Description
Background Information
• The Agency's eReferral Ontario is a new network for Ontario's health care providers that will simplify, harmonize and modernize how Referrals are sent and received across Ontario. eReferral Ontario includes Referrals working with Referral Management System vendors and Central Intake vendors. Select referrals will go through a Regional Central Intake hub ( i.e DI, Surgical ) that will support load balancing across the system.
• The purpose of this request is to acquire a Sr. Business Analyst resource to support help manage all aspects of the product lifecycle, including the elicitation and management of requirements for product enhancements, onboarding activities as well as acting as a subject matter expert for all aspects of the product. The role requires clear communication, both verbal and written, and close working ties with key stakeholders, both internal and external, to ensure that the product remains relevant, effective and efficient. The role will focus on establishing the new eReferral network.
Responsibilities:
• Work with lines of the Agency assets such as Provincial Care Coordination Product, Provincial Health Service Directory Product (business, architects, developers, UI and UX designers to collect and analyze requirements (i.e. business, integration, interface, data, and non-functional requirements) for new builds, enhancements)
• Work with both Central Intake vendors and the Agency asset product owners to create/update/refine user stories, leverage techniques to drive out business priorities and maintain backlog.
• Contribute to agile sprint reviews, product demos and retrospectives.
• Document business and system solutions using Agile methodology techniques, as well as support the development of test scripts for end to end functional testing.
• Co-ordination and facilitation of stakeholder meetings, with clear agendas, minutes and follow up.
• Assist with project initiation and governance by preparing necessary documents and reports.
• Help identify risks, assumptions and constraints for requirements, and communicate to internal and external stakeholders.
• Ensure performance and customer experience metrics are defined, measured and reported on a regular basis.
• Work with project manager to support continuous improvement of processes to optimize team productivity, quality and time-to-market.
• Manage multiple tasks, work assignments simultaneously, and meet delivery dates, while working under pressure and tight deadlines.
Required Skills:
• 5 7 years of experience in Product Management and Information Technology Business Analysis and project management and/or vendor management.
• 3+ years of working experience on medium-to-high complexity Agile initiatives
• Experience with formal requirements elicitation, analysis techniques, process design, re-engineering, implementation, and data analysis.
• In-depth knowledge of multiple Agile methodologies and the ability to apply appropriate techniques based on project needs.
Desired Skills:
• Bachelor's or Master's degree in Business, Health-related fields, Engineering, Computer Science, or related discipline, or equivalent experience.
• Certified Scrum Product Owner and Scrum Master designation is an asset.
• In depth knowledge of eReferral and eConsult workflows.
• Familiarity with the Ontario eReferral- eConsult Hl7 FHIR Implementation guide v0.12.0
• In-depth knowledge of documentation tooling such as Confluence Wiki or similar tools.
• Strong knowledge of JIRA or similar bug tracking tools.
• Strong knowledge of project delivery practices in a matrix environment.
• Strong knowledge of Process Mapping Techniques.
• Excellent knowledge of SDLC.
• Experience with healthcare integration projects considered is an asset.
• Knowledge of SharePoint, BI tools.
• Knowledge of user centric design and innovation.
• Expert Knowledge of Business Domain specific to their product area.
• Excellent Knowledge of ITSM practices.
• Strong knowledge of healthcare system required.
• Demonstrated understanding and ability to work with healthcare systems, HL7/FHIR, XML messaging principles, techniques, and technologies.

Additional Terms
• The term of this Engagement Assignment is for 173 Business Days, with an option to extend for up to an additional 268 days at the Agency's discretion. The Engagement Assignment may be extended for unused Business Days at the Agency's discretion.
• The resource will comply with the Agency's policies and procedures.
• The candidate will be issued an Agency laptop and is expected to provide at their own expense at least one additional monitor, and external keyboard, and a mouse. In addition, when the candidate is working from their home location, they must have a private office space and are not permitted to work in an open communal space. Internet connection must be hard-wired and suitable bandwidth to support the IT requirements of this role. If these conditions cannot be met within their home office space, the candidate will transition to full time in office, and the hybrid option will no longer be available.
• The Agency systems cannot be accessed from outside the province of Ontario, and Agency assets including laptops and related equipment cannot be removed from the province of Ontario, without prior written approval from the Agency.
• Assignment Type: This position is currently listed as "Hybrid". The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
