High-Profile Development Project Developer-Side Opportunity Exposure Across Full Project Lifecycle Excellent Career Growth & Long-Term Project Pipeline Our client is seeking an experienced Cost & Contract Manager to lead the commercial, procurement, and contract management functions for a major development project in Singapore. This role covers the full project lifecycle, from tendering and procurement through construction, cost control, contract administration, and project close-out. RESPONSIBILITIES: Lead all cost, contract, procurement, and commercial management activities across the project lifecycle. Manage tendering, contract reviews, procurement strategies, and commercial risk assessments. Administer post-contract activities including cost control, cash flow forecasting, variation orders, Extension of Time (EOT), Loss & Expense, and contractual claims. Monitor project budgets, prepare commercial reports, and ensure projects remain within approved financial targets. Review and negotiate contractor claims, variations, quotations, and contractual submissions. Advise project teams on contract interpretation, commercial risks, procurement, and cost optimisation. Work closely with consultants, contractors, and stakeholders to resolve commercial and contractual matters. Ensure compliance with contractual obligations, company governance, and procurement policies. REQUIREMENTS: Degree in Quantity Surveying, Construction Management, Building, Engineering, or a related discipline. Minimum 10 years of relevant experience in commercial, cost, or contract management, with managerial experience preferred. Strong experience across both pre-contract and post-contract functions, including procurement, tendering, cost control, contract administration, and claims management. Experience managing variations, EOT, Loss & Expense, and commercial negotiations. Excellent stakeholder management, negotiation, analytical, and communication skills. Experience with developers, project mana
