Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Evaluates machine usage and based on current usage patterns, develops acquisition plans to support future expansion and usage needs. Customer Service - Advises other specialists and managers on implementation of new or enhanced IT systems including providing on the job and formal training. Oral Communication - Communicate complex technical requirements to non technical personnel. Problem Solving - Coordinates the resolution of system problems by identifying problems and meeting with users, managers, and hardware/software vendors to discuss options. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing strategic leadership and advisory support for enterprise IT programs, including evaluating program effectiveness and implementing process improvements to improve organizational performance. Experience developing and executing IT strategic plans, policies, and initiatives, while advising senior leaders on program priorities and organizational objectives. Experience managing complex IT projects and portfolios, including establishing priorities, allocating resources, and ensuring alignment with orga
